SCOPE OF THE CONSULTING ENGINEER'S SERVICES

a. Elaboration of COMPLIANCE ASSESSMENT for the Investment Project including the essential requirements to the construction sites and SUPERVISION DURING CONSTRUCTION

The Scope of the SERVICES we provide is compliant with Part THREE, Chapter NINE of the Territorial Development Act (ZUT) and include the design and approval stage of the Technical Design as well as the entire construction period:

a) Preparation of a Compliance Assessment for the Investment Project conformity with the essential requirements concerning construction sites, and full cooperation with the relevant utility companies (NEK- the National Electric Company, ViK - the Water Supply and Sewerage Company, etc.), the National Fire Safety and Emergency Service, and the Architecture and Urban Development Directorate (DAG) authorities towards Building Permit issuance;
b) Preparation of the construction site; building line and building level establishment;
c) Provision of constant Construction Supervision services throughout the project construction aimed at compliance with the requirements of art. 169, para.1 and 2 of the Territorial Development Act (ZUT);
d) Preparation of all Certificates according to Ordinance No3 / 31 July 2003 on the drawing up of certificates and statements during construction until completion and start-up (acceptance);
e) Preparation of a Statement of Findings attesting to the conformity of the construction with the approved designs, the signed as-built documentation, the requirements concerning construction sites as per art. 169, para. 1 and 2 of the Territorial Development Act (ZUT) and the provisions of the Contract signed. Full cooperation with the relevant utility companies (NEK- the National Electric Company, ViK - the Water Supply and Sewerage Company, etc.), the National Fire Safety and Emergency Service, and the National Construction Supervision Directorate (DNSK) towards Acceptance Commission appointment and Use Permit issuance;
f) Technical Passport preparation upon completion of construction according to art. 176a of the Territorial Development Act (ZUT).

b. PROJECT MANAGEMENT

i. CONSULTING ENGINEER SERVICES in RESEARCH and DESIGN

Our DESIGN department employs experts in all construction areas: architects and engineers with wide professional experience in the design of residential, public and industrial buildings. Their involvement as consultants as early as the design stage largely contributes to the successful accomplishment of the entire Investment Project.

1. Object and Aims of the Services
The object of the CONSULTING ENGINEER SERVICES performed during the Design phase is:
- Management, coordination and complex control throughout the Design process in all parts and at all stages of the process until approval of the Project documentation and Building Permit issuance.
The aims that can be achieved owing to our cooperation during the design process are:
- Elaboration and approval of the Project documents that would guarantee the Project realisation within the time limits set and the PRELIMINARY BUDGET approved by the Investor;
- Optimisation of the project solutions, possible solutions for decreasing the Project costs while the Project is still in its Design phase;
- Focus on the essential and specific features of the Project that could have an impact on its optimum realisation;
- Control over the observation of the interim and final deadlines for design; prompt start of the administrative and approval procedures.

2. Scope of Services
Our specialists have the relevant expertise to perform the following services:
a) Prepare a Design Agreement;
b) Prepare a SCHEDULE for the design, coordination and approval of the Design documentation if no such schedule has been prepared, and monitor its execution;
c) Constantly control the design process and provide timely assistance in resolving any problems that may arise during the design process;
d) Provide help and specialised consultations towards optimisation of the project solutions with a view to reducing the construction costs and time limits;
e) Coordinate the designs of all parts aiming to minimise the problems that could arise during construction in relation to the coordination and the technological sequence of all Building Works;
f) Provide help and specialised consultations regarding the volume and content of the designs and design documentation with a view to their smooth approval by the state and/or municipal authorities and the expert councils of the utility companies;
g) Apart from the Services specified above, we can also ensure assistance and specialised consultations by leading external specialists in the event of highly specific problems and tasks.


ii. CONSULTING ENGINEER SERVICES in BUDGETING

1. Object and Aims of the Services

The object of the CONSULTING ENGINEER SERVICES is:
- Organisation and planning of activities related to the Project financing and accomplishment.
The aims to be achieved are:
- Optimisation of all Project activities and funds planning towards a successful Project accomplishment;
- Regularity of the closely interrelated building and financing processes -the major factors in the Project realisation - at optimum costs within the set terms.

2. Scope of services
Our experts can provide the following CONSULTING ENGINEER SERVICES:
a) On the basis of the approved Preliminary Design and the experience acquired in similar projects, a PRELIMINARY BUDGET can be prepared specifying the funds necessary for the Project accomplishment.
b) According to the investment plans and quantity specifications, a GENERAL SCHEDULE can be developed for the completion of all kinds of basic and finishing Works, then it can updated on a monthly basis with regard to the actual amount of works done;
c) On the basis of the approved GENERAL SCHEDULE for Building Works, a FINANCIAL PLAN can be prepared as direct financial reflection of the General Schedule and a plan for financing all works until Project completion and start-up;
d) According to the detailed Building Works quantities specified in the Project documentation, the final draft of the Project's CURRENT BUDGET can be elaborated as a basis for financing all construction stages. It is also subject to a monthly update with regard to the Building Works completed and paid for.

iii. CONSULTING ENGINEER SERVICES in CONSTRUCTION

1. Object and Aims of the Services
Object of the CONSULTING ENGINEER SERVICES performed during the Construction process:

- Organisation of constant control (Supervision); management and coordination of the activities of all contractors, sub-contractors and suppliers throughout the Project realisation until its final completion and start-up.
Aims to be achieved as a result of our activity:
- Ensuring (within the scope of the Consulting Engineer's reasonable control) the Project's accomplishment within time limits specified in the Schedule and in the approved Budget, in accordance with the performance and quality standards approved by the Client;
- Negotiation of optimum prices for all Building Works;
- Maximum Risk planning aimed at minimisation of any exceptional circumstances and incidental expenses.

2. Scope of Services
The CONSULTING ENGINEER SERVICES performed during construction can be classified into two main groups:
- Selection of all contractors, subcontractors and suppliers needed for the Project realisation;
- Coordination and control over the activities of all participants in the Investment Project.

3. Selection of Contractors, Subcontractors and Suppliers
We can provide the following specialists and CONSULTING ENGINEER SERVICES:
a) Prepare a set of Technical Specifications for all Building Works described in the Project documentation pursuant to the effective Bulgarian legislation, the EU Quality Directives, the state of the art in the construction of similar projects and the latest technical and technological innovations;
b) Draw up standard Building Agreement and Supply Agreement drafts compliant with the contractual conditions of the International Federation of Consulting Engineers (FIDIC), harmonised with the effective Bulgarian legislation;
c) Prepare the respective tender documentation for Building Contractor and/or Supplier selection including: Instructions for Participation in the Tender, the relevant Technical Requirements for the particular work to be done, Quantity Specification of the Works in a form enabling comparison of the bids, and any other documentation that may be needed with regard to the tender;
d) Put together a list of reputable contractors with the requisite expertise and resources to perform the tasks and relevant experience in the successful accomplishment of similar projects who can be invited to participate in each individual tender;
e) Analyse the offers received and use the analysis results as a basis for the preparation of a Statement of our view on the most suitable Building Contractor and/or Supplier to be selected;
f) After additional negotiations with the shortlisted participants in the tender and the Investor's final decision, draw up a final Agreement with the Building Contractor and/or Supplier and submit it to the Investor for approval and signature.

4. Coordination and Control of the Activities of All Investment Project Participants
a) The coordination of all investment project participants' activities starts at the time of the negotiations, and the control is performed by the supervisors on the Site;
b) For the purpose of the operational coordination of the activities of all contractors, weekly working meetings are held, problems are discussed, measures are suggested and assistance provided for overcoming the problems. Should any highly specific problems arise on the Site, prominent external specialists in the respective area are approached for specialised consultations and competent assistance in finding the right solutions;

c) Throughout the construction process until Project completion and start-up, the Consulting Engineer's representatives perform constant quality control (Supervision) on the Site, including:
- Control over the compliance of the Works executed on the Site with the approved Project documentation, including control of the Contractors' warehouses and the workshops;
- Control over the compliance of the Materials used on the Site with those approved in the Project documentation, including control of the Contractors' warehouses;
- Maintenance of the necessary records of the construction progress that would prove its compliance with the approved Project documentation.
d) Constant quantity control over the Works executed on Site and the payments due to the Contractors and Suppliers;
The amounts paid for all approved Statements of Works executed during each month are included in the Current Budget, and its updated version is presented to the Investor for information on a monthly basis.

iv. Report on the CONSULTING ENGINEER SERVICES performed

The following documents are presented to the Investor as evidence of the CONSULTING ENGINEER SERVICES performed:

a) We prepare and submit a MONTHLY REPORT with information on the current status of the Project related to the Works executed. The Schedule and the Budget, and the updated Budget and Schedule for all Project-related activities are enclosed with the Report;
b) In the event of occurrence of any problems and/or circumstances that could jeopardise the execution of the Works according to the Schedule or lead to an unexpected rise in the Budget amounts, ADDITIONAL (SPECIAL) REPORTS are prepared where precautions for the prevention of the extraordinary circumstances are suggested;
c) After completion of all Works on the Project and finalisation of the Services under the Contract, we prepare and present a FINAL REPORT on the Project realisation.

 

c. CONSULTANCY and development of EUROPEAN PROJECTS for grant programmes


a) Development of the entire investment project until grant acquisition;
b) Pre-project consultations and information on European programmes and funds;
c) Preparation of the complete project documentation to be used by companies and municipalities for application;
d) Consultation and preparation of forms and projects for application under Operative Programmes;
e) Management and monitoring of projects under European funds and programmes;
f) Consultancy and development of public procurements according to Public Procurement Law;
g) Consultancy and development of public procurements according to the stipulations, requirements and evaluation criteria of the respective Operative Programmes;
h) Business offers/projects;
i) Financial analyses;

- Cash flow forecasts;
- Investment analyses;
- Financial and strategic planning;
- Draft budget preparation;
